Design of an AI-Powered Platform for Smart Sewer Network Monitoring

An AI-powered platform for monitoring and detecting defects in sewer networks has been designed and implemented by a research team at the University of Birjand, led by Dr. Abolfazl Akbarpour, Professor in the Department of Civil Engineering. The platform aims to improve the accuracy and speed of sewer infrastructure monitoring and management, reduce inspection and maintenance costs, and minimize operational risks. Explaining the system’s capabilities, Dr. Akbarpour stated: “The AI-powered sewer network monitoring platform can receive and process images and video footage from sewer inspections, identify defect types, and pinpoint the precise locations of damage within the network.” He added: “One of the system’s key features is its use of an extensive database to train its artificial intelligence models. The platform’s development and machine learning processes have involved analyzing more than 1.3 million images of sewer networks. This volume of data has helped improve detection accuracy and accelerate network monitoring.” The research project was implemented with support from the South Khorasan Province Water and Wastewater Company and in collaboration with Abniran Consulting Engineers. By facilitating the identification and analysis of damage, this technology can improve sewer infrastructure management and maintenance while reducing the time and costs associated with inspections and the detection of underground hazards. This achievement demonstrates the University of Birjand’s research capacity to develop practical technological solutions for the smart management of urban infrastructure.

Developing a Comprehensive Mining and Agriculture Atlas: A Strategy for Optimal Water Resource Management in South Khorasan At a meeting of the Mining Commission of the Birjand Chamber of Commerce, Industries, Mines and Agriculture, held in cooperation with the Specialized Desk for Water, Energy and the Environment, Dr. Akbarpour highlighted South Khorasan’s limited water resources. He emphasized the need to develop a comprehensive atlas of mining and agricultural activities, improve water consumption practices, and foster cooperation between the two sectors. Discussing the province’s climate, he stated that South Khorasan, with average annual precipitation of approximately 114 millimeters, is classified as an arid and semi-arid region. By comparison, average annual precipitation is reported to be approximately 230 millimeters in Iran and 821 millimeters worldwide. Declining rainfall and falling groundwater levels across many of the province’s plains have further reinforced the need for careful planning to conserve water resources. Dr. Akbarpour noted that agriculture accounts for a substantial share of the country’s water consumption. According to figures presented at the meeting, approximately 89 percent of Iran’s water consumption occurs in the agricultural sector. He therefore stressed that, alongside assessing the water requirements and economic value added of mineral industries, particular attention must be paid to improving agricultural water-use practices. He described the meeting’s main objective as identifying solutions to conserve groundwater resources while sustaining economic activity in agriculture and mining. He added that decisions must be based on accurate information, reliable statistics, and expert assessments to protect water resources while enabling both sectors to continue operating and developing sustainably. Highlighting the province’s potential for greenhouse cultivation, he emphasized the need for careful assessment of plans to expand this sector. Agricultural development, he said, must reflect local conditions, including water quality, climate, and environmental factors. Selecting suitable locations for agricultural activities and appropriate crops therefore requires specialized studies and regional planning. Dr. Akbarpour identified the development of a comprehensive atlas of mining and agricultural activities as a key proposal for managing the province’s water resources. He explained that mapping mining and agricultural potential and assessing it against water availability and the needs of each plain would support more informed decisions on resource allocation, the location of economic activities, and industrial development. He also emphasized the importance of strengthening cooperation between mining and agriculture. Targeted investment by the mining sector in agricultural and agro-industrial projects, where supported by economic feasibility and sound planning, could help improve rural infrastructure, stimulate local economies, and build stronger links between productive activities. Stressing the need for participation and shared responsibility across all sectors in water resource management, he called on agricultural stakeholders to present specific plans to improve water consumption practices and increase water-use efficiency. He stated that achieving a sustainable solution requires both the mining and agricultural sectors to present their needs, capacities, and plans transparently and with supporting documentation. Dr. Akbarpour concluded by emphasizing the importance of expert analysis of the data and the development of practical solutions. This visit was carried out to assess the existing conditions, review the executed technical works, and prepare the relevant meeting minutes. During the visit, the reservoir chamber was evaluated from both technical and implementation perspectives, and the necessary items for inclusion in the project meeting minutes were reviewed.

Site Visit to the Consulting Services Project for the Construction and Completion of Imam Reza (PBUH) Complex in Nehbandan

In order to follow up on the progress of the civil works and conduct a field assessment of the project’s implementation status, a site visit was carried out for the “Supervision of the Construction and Completion of Imam Reza (PBUH) Complex in Nehbandan” project, with the participation of representatives and technical experts from Abniran Consulting Engineers Company.The visit was conducted to review the latest executive status of the project, monitor the implementation of works across different sections, evaluate the quality of execution, and verify the conformity of civil activities with the approved drawings, technical specifications, and applicable regulations.During the site visit, technical matters related to the construction and completion process of the complex were reviewed, and the necessary comments and instructions regarding correction, completion, and improvement of the implementation process were communicated to the relevant parties.

Successful Convening of the Fourth International Lut Desert Tourism Conference, with a Focus on Investment

The Fourth International Conference on Lut Desert Tourism with a Focus on Investment was held on November 12–13, 2025, hosted by the University of Birjand with the active participation and effective role of Abnirān Consulting Engineers Company, in Birjand city and Nehbandan County. This scientific and specialized event brought together a number of national and provincial officials, university professors, researchers, tourism professionals, and domestic and international investors. Supported by CIVILICA, the conference provided an opportunity to introduce the unique capacities of the Lut Desert, recognized as Iran’s first natural site inscribed on the UNESCO World Heritage List. The event focused on examining strategies for attracting investment, developing tourism infrastructure, strengthening ecotourism, and promoting the sustainable utilization of the natural and economic potentials of eastern Iran. Successful Organization of the 24th Iranian Hydraulic Conference and the National Qanats Symposium

The 24th Iranian Hydraulic Conference and the National Qanats Symposium, centered on the theme “Hydraulics of Sustainable Groundwater Flow with Emphasis on Qanats”, were held on October 28–29, 2025, hosted by the University of Birjand. This national event was organized in collaboration with the Iranian Hydraulic Association, Abniran Consulting Engineers, the Iranian Basij Organization for Construction, and a number of scientific, executive, and governmental institutions active in the field of water resources. The primary objectives of the conference included the exchange of scientific findings, presentation of cutting-edge research achievements, examination of prevailing challenges in the fields of hydraulics and sustainable groundwater management, and an emphasis on the preservation and revitalization of traditional water structures, particularly qanats. Joint Meeting with the Director General of the South Khorasan Standards Organization on Building Energy Optimization

In line with improving quality standards and reducing energy consumption in the construction sector, an official meeting was held with the esteemed Director General of the South Khorasan Standards Organization. The session aimed to explore various aspects of cooperation and to exchange views on strategies for optimizing energy use in buildings. During the meeting, existing programs and capacities in the field of standardization were reviewed. Key topics discussed included enhancing energy efficiency in public and private buildings, developing joint guidelines to ensure compliance with standards, and training specialized personnel in the field of energy optimization.
